Environmental Governance

The Global Training Session [GTS] promises to be a dynamic and path breaking event, exploring Environmental Governance - this

groups and civic year's theme - from a multi stakeholder perspective in a global frame work. The GTS provides a unique opportunity to 125 LEAD who will bring Associates to share their diverse learnings, experience complex local issues, placing them in a global context and having them skills on natural develop skills in consensus building on natural resource management issues. The GTS in India makes a significant departure from previous years whereby LEAD India undertakes the responsibility of designing and carrying out the training of Cohort 11 Graduation Session.

Consensus Building in Environmental Governance

 “Environmental Governance” has been selected for this year's Global Training Session (GTS). What is Environmental Governance? It is a body of values, norms and institutional arrangements that guide or regulate civil society, the state agencies and businesses in the use, control and management of the natural environment. For purposes of training LEAD Associates on environmental governance the GTS has been divided into three sub-themes that is water governance, forest governance and

corporate social responsibility (CSR). Each of these have different primary stake-holders. For instance in water governance with its increasing privatization, the primary stakeholder is the user community; in terms of forest governance the primary stakeholder still remains the state as it currently owns and manages the forests; and with respect to CSR, the primary stake-holder is industry. It is the aim of this training to develop skills such as multi-sectoral stakeholders engagement and consensus building in the use, control, conservation and management of natural resources.

Skills will be provided through case studies and in modular form in the sessions and then the Associates will be asked to use these skills in field settings as a means of learning. Through the learning in the field, final presentations will be created.

Objectives of the Global Training Session:

To develop understanding and sensitivity towards issues related to environmental governance
To sensitize LEAD Associates on Water Governance, Forest Governance and Corporate Social Responsibility.
To develop skills in identifying various stakeholders, getting them involved in the process of dialogue, helping them to learn various
approaches to consensus building

 Water Governance

Water resource development and its management in terms of users and access to drinking water continues to be an ongoing concern. Water governance describes the political, economic, administrative, social processes and institutions by which public authorities, communities and the private sector prioritize decision-making, intersects and identifies how to best develop and manage water resources, so as to ensure that everyone has access and use of this scarce resource.

Forest Governance

 The Forest Governance sub-theme focuses on the issues of forest dwelling populations and their potential inclusion in forest management. This

clearly challenges the conservation of precious bio-diverse resources keeping in view the carrying capacity of the natural resource base, and addresses issues of communities' rights over forest resources.

 Corporate Social Responsibility

 Corporate Social (Environmental) Responsibility is nascent in India and yet it is an increasingly felt need given the changes brought about by

liberalization and privatization in the economic structure. Attention is being given to issues such as greening of the supply chain; cleaner production processes; equitable and ethical labor practices; zero waste technology etc.
